We need answer in Spanish. Need explain in 2 clear simple sentences what project is about and who affects/benefits. Cannot use technicalities, cannot repeat title literally, no invented details not in title. Estado en trámite. We need infer? It's a reform to two articles of Traffic Law. But we don't know content of reform. We must not invent details. Need explain what it's about and who affects/benefits. But with only title, we cannot know exact changes. We can say: "Este proyecto busca cambiar dos puntos específicos de la Ley de Tránsito, pero el título no detalla cuáles son esos cambios ni sus consecuencias." That's one sentence. Second: "Por eso, no se puede precisar aún a quiénes afectaría o beneficiaría; dependerá del contenido de la reforma que se discuta en la Asamblea Legislativa." But user asks "explica de que trata y a quien afecta o beneficia." We can be honest: no se puede saber. Does that satisfy? It says sin inventar detalles. Yes. But maybe they expect a description based on title? The title only says reform to article 117 inciso e and article 144 inciso c of Traffic Law. Need know what those articles are.
